This role attracts a market forces supplement of an additional £5,800.00

The Role: 

This is an exciting opportunity to join the Highways Operations Streetlighting team and help shape the future of lighting infrastructure across Worcestershire. 

We are seeking an experienced streetlighting professional to lead a team and play a key role in the future development of the lighting service. As a member of the Highways Operations Management Team, you will bring strong technical expertise, leadership experience and a proven track record in streetlighting, electrical infrastructure and service delivery. 

The postholder will be responsible for the strategic management and development of the County Council's streetlighting service, ensuring the effective stewardship of one of our most visible and important highway assets. You will support economic growth, enhance road safety and help deliver infrastructure that benefits residents, businesses and visitors across Worcestershire. 

With significant investment planned across the county's transport and infrastructure network, including highways improvements, rail connectivity and active travel schemes, streetlighting will play an important role in enabling future growth. Worcestershire has already delivered substantial investment in modernising its lighting assets, and this role will help shape the next phase of that journey. 

Working closely with local planning authorities, developers, consultants, contractors, utility providers, elected members and internal teams, you will provide leadership across all aspects of the service. From influencing infrastructure proposals during the planning process, managing assets, contracts and investment programmes, you will help turn strategic ambitions into successful delivery. 

You will oversee the day to day operation of the streetlighting service, working collaboratively with partners and stakeholders to deliver a coordinated and customer focused approach. The role includes responsibility for maintenance programmes, contract management, statutory compliance and future investment planning, ensuring the service continues to provide value for money while supporting the Council's wider priorities. 

The ideal candidate will hold a relevant qualification in Electrical Engineering, the ILP Exterior Lighting Diploma, or a closely related discipline, together with a thorough understanding of electrical regulations and health and safety legislation. You will also bring significant experience in design and design assessment, streetlighting asset management, contract management and service delivery within a complex operational environment.  

You will: 

• Manage and develop the County Council's streetlighting service and technical team. 

• Oversee the Council's streetlighting assets and associated investment programmes. 

• Provide professional advice on streetlighting, illuminated signs and electrical infrastructure. 

• Manage the Streetlighting Term Maintenance Contract and associated service providers. 

• Work collaboratively with developers, Local Planning Authorities, consultants and elected Members to support growth and infrastructure delivery. 

• Ensure compliance with relevant legislation, regulations, policies and industry standards. 

• Promote innovation, continuous improvement and best practice across the service. 

• Build positive relationships with internal and external stakeholders. 

• Be able to balance strategic priorities with effective operational delivery. 

• It would be beneficial to have previous local government experience, but it is not essential.
